REFERRING to your telegram of 8th. We are of opinion Chinese Government will not agree to Engineer sign requisition, and if this condition insisted upon no arrangement practicable; but if your object is arrange best terms obtainable now in order to secure Anglo-French-German Agreement in terms of Memorandum 26th February (?), it is possible we can arrange modification of Tien-tsin-Pukow Railway terms which will insure increased protection to loan funds.
With reference to foregoing, telegraph if you are prepared to consider proposal on this basis.
